各专委会、界别活动组、社区活动组充分利用自身特点和优势，依靠和发动广大政协委员，围绕人民群众最关心、最现实、最直接的利益问题，围绕区域经济社会发展的热点难点问题，深入调研，精心组织，取得了显著成绩。**年度，区政协共收到279篇社情民意稿件，编发《社情民意》和《建言》专稿112期，向市政协提供83份，录用25份，3份被提交至全国政协。侨联界别梁树年委员的《关于针对外籍购买高铁车票推出“买票卡”的建议》、宗教界别杨基恩委员的《关于礼拜天不要调到平时休息的建议》和之友社杨伯钧社员的《关于加快光伏产业发展的建议》，分别被报送全国政协，有的还得到国家层面的关注。
**年政协社情民意工作取得了新的成效，但与形势任务的要求，还是有一定的不适应；与兄弟区的工作相比，还是有较大的提高空间。要发挥专委会、界别活动组、社区活动组、之友社组织协调作用，广泛动员，充分调动委员、政协特聘成员、党派团体成员和之友社员的积极性、主动性，进一步发挥委员的主体作用，进一步发挥之友社社员、特聘成员的重要作用，研究探索如何挖掘和发挥党派团体成员潜在后备作用，努力形成委员为主体，各界各方人士共同关心参与社情民意工作的新格局，进一步畅通与扩大民意来源渠道，为党和政府更好决策行政服务。这方面民革与之友社做了许多有益的探索，希望各专委会、界别和社区活动组，也能结合各自特点与优势，广泛深入动员，努力形成工作新局面。

我市我市有独特的资源优势，为什么产业优势不明显，缺少顶天立地的大企业?原因在于资源优势与产业优势没有很好的配合。政府部门不够重视，企业缺少大型的投资扶植等原因。就拿本市畜牧产业来说，畜牧产业已经成为我市农村经济的支柱产业之一，但生产总量仍然相对较低。牛羊的发展与丰富的草地资源相比很不相称。草食牲畜的发展步伐仍嫌太慢，与我州丰富的草山草坡资源很不相称。具有地方民族特色的畜禽产品开发兼顾不够。由于对地方良种的保护和具有地方民族特色畜禽产品的开发兼顾不够，造成部分优良地方畜禽品种存栏数量日渐减少。特别是由于恩施黑猪数量的减少，对以恩施黑猪胴体作原料，制作具有地方民族特色的乳猪、火腿、香肠、土腊肉等肉食品受到了原料不足的限制，只能用杂交猪胴体作替代品，使得这些久负盛名的生鲜产品、腌腊制品失去了原有的风味和特色。
二、我市有优势的区位优势，为什么召不来大客商丶大企业?二问调研。
我市有优势的区位优势，但是招商引资方面确没有办法吸引到大企业大客商投资，原因在于我市产业存在问题：一是农业基础薄弱;二是经济结构性矛盾突出，二、三产业发展滞后;三是就业和社会保障压力增大。具体如下：
(一)工业块头小，企业经营压力大。
一是工业经济总量小，工业兴市任重道远。二是企业融资困难。三是企业缺乏竞争力。多数企业装备水平落后，技改投入少，产品附加值低，市场竞争力较差。四是企业人才匮乏。我市经济尚不发达，人均工资水平低，大部分受过高等教育的人员选择在经济更为发达的地区就业，本地企业无法聘请到高素质的管理人才和技术人才，人才匮乏导致企业的管理和技术都处于较低水平，企业无法发展壮大。
(二)农民收入结构单一，增速放慢。农民收入结构单一，工资性收入和家庭经营收入占95%以上，财产性收入和转移性收入所占比重较低。工资性收入和家庭经营收入受诸多因素影响，增长速度放慢。
(三)缺乏大项目，投资后劲乏力。投资目前还没有大项目支撑，后劲乏力，难以完成年度目标任务。
(四)受多方影响，财政收支困难。财政资金紧张，资金调度艰难，财政收支平衡压力加大。
三、我市有一大批优秀企业家人才，为什么培育不全省乃至全囯知名的大企业家?三问调研。
企业家阶层的兴起，或者说企业家权利的增强，在很大程度上还是依赖于国家的开放，企业家阶层的成长以及他们的发展和生存环境，都与对外开放所需要的规则体系关系非常密切，可以说经济全球化对中国企业家阶层崛起有着直接的促进作用。而我市对于优秀大企业家人才的培养在政策上说明还不够。
四、几点建议
(一)抓好工业经济，促进全市发展。工业是推动全市经济快速增长的主要动力，抓好工业经济，将有力地推动全市经济发展。一是要进一步加强对工业生产运行的管理，做好工业经济运行监控、预警分析，建立重点企业联系制度，及时解决工业生产中存在的困难和问题，督促企业加强内部管理，降低成本，提高效益。二是要制定政策扶持优势企业，培育新的经济支柱。对于具有发展潜力的企业，增加政策的倾斜度，提高企业的融资能力，扩大企业规模。引导企业进行技术改造，提高生产效率，改善产品质量，增加产品附加值，增强市场竞争力。三是要充分发挥本地的资源优势，突破性发展特色工业，盯准能源开发、矿产建设、农副产品加工、医药化工四大产业，强力推进工业兴市进程。四是要努力改善投资环境，加大招商引资力度，主动承接产业转移，把引进外资和企业整改、结构调整、产品创新有机结合起来，加快工业经济的发展步伐。
(二)发展特色农业，确保农民增收。是一个农业大市，自然资源丰富，要切实做好“三农”工作，确保农民增收，发展特色农业是一个有效途径。一是要抓好特色农产品基地建设。不断提高产品品种、质量，使农产品生产形成产业化、规模化。二是要积极开展技术服务。要充分发挥农业技术人员的作用，把农业实用科技及时传播到农户及田间地头，要开展各种农业实用技术培训，让更多农民户用学习到新的栽培技术。三是要积极开拓市场。加强信息收集，进行资源整合，及时将信息传达给农民，确保农民生产出的东西能够以合理的价格销售出去。
(三)加快旅游发展，培育经济支撑。加快旅游业的突破性发展，把旅游业培育成的支柱产业，培育成新的经济增长点。一是要进一步巩固旅游业取得的成果，积极发展旅游产业链。要努力配置好旅游要素，引导景区因地制宜，开发具有地域特色的旅游产品，促进旅游要素产业全面发展。二是要强化宣传，拓展客源市场。要高起点、大手笔做好旅游整体形象宣传营销策划，利用各种新闻媒体多形式、多层次、全方位宣传。抢抓两路开通机遇，开展丰富多彩，有影响力的旅游推介活动，进一步提升旅游的知名度和影响力。
1、党委政府所需（想知实情）
反映社情民意是执政党和政府的需要。在实际生活中，一方面，中央要求知实情、讲真话，力戒虚假浮夸；但一些地方官僚主义严重、形式主义泛滥，许多真实的情况反映不上来。另一方面，许多领导干部为解决问题殚精竭虑、苦乏良策，而有不少有识之士的真知灼见滞留于下层，得不到应有的重视。
在我国这样一个xxx执政、多党协商合作的政治体制下，执政党在行政的过程中，必须倾听各个党派（政党）、人民团体、社会各界声音，因此，通过政协这个平台向上反映社情民意，是执政党取得各方面意见建议的一条重要渠道。也就是说，反映和征集社情民意信息—–中国xxx充分发扬民主、促进科学民主决策的重要形式，是党和国家社会舆情汇集和分析机制的重要组成部分。
2、人民政协必为（政治任务）
《中国人民xxx章程》指出：
—–民主监督是对国家宪法、法律和法规的实施，重大方针政策的贯彻执行、国家机关及其工作人员的工作，通过建议和批评进行监督。
—-参政议政是对政治、经济、文化和社会生活中的重要问题以及人民群众普遍关心的问题，开展调查研究，反映社情民意，进行协商讨论。通过调研报告、提案、建议案或其他形式，向中国xxx和国家机关提出意见和建议。
—–反映社情民意信息是人民政协履行职能的重要载体和形式。
—–“向中央反映以社情民意为主要内容的信息，是关系政协工作全局的一项经常性的重要任务，是人民政协一项重要的基础性工作。”—–全国政协办公厅《关于进一步改进信息工作的若干意见》
—-政协反映社情民意信息不是可做可不做，不是一厢情愿、自娱自乐的，而是中央的要求，是政协的一项经常性的，而且必须做好的重要任务。
—-政协界于“官”和“民”之间，具有桥梁、纽带、沟通的作用和优势。建言献策不决策，参政议政不执政，位置相对超脱，言路相对畅通。
——政协社情民意信息是通过内刊（全国政协是《政协信息》和《政协信息专报》，县政协是《社情民意》）报送给各级党政领导，—–目的是参政，目标是进入党政决策。
3、政协委员有优势和职责：
政协委员在了解和反映社情民意方面有自己独特的优势：
（1）联系广泛，代表性强。人民政协由各界别组成，政协委员代表各界别群众的利益，身处基层，贴近群众，与本界别群众有着密切的联系，最了解群众的生活和疾苦，最能听到群众的呼声和诉求，这使委员们能够把群众的意见、诉求、愿望、要求收集起来，通过政协信息渠道反映给党政决策部门；
（2）人才荟萃，智力密集。政协委员来自各行各业，各个领域，是各界有影响的代表人士，具有各方面的实践经验和专业知识，具有较高的文化和政治素养，有较高的参政议政能力，能够提出有价值、有深度、有见地的意见和建议；
（3）位置超脱，善于建言。政协委员来自参加政协的各个界别，所以，较少受到部门或地区利益的局限，委员们可以超越部门和地区利益的束缚，能够比较客观地反映各种情况和问题。
（4）渠道畅通，下通上达。社情民意下通各界，上达中央。政协委员的社情民意信息可以及时地将基层同高层决策部门相沟通，这是政协特有的（其他机构、部门都没有的）反映信息的“直通道”的优势。
—-因此，政协委员要发挥自己的优势，加强信息工作，充分了解和反映社情民意，把社会中带有普遍性、突出性的问题，及时、如实地向中央、xxx和地方各级党政机关反映，这对于发扬社会主义民主，帮助执政党和政府全面了解和掌握实际情况，推进党和国家决策的民主化、科学化，具有非常重要的作用和意义。
4、人民群众有期求（人民群众希望有渠道向党政传递他们的声音。）
广大的人民群众生活在社会的底层，甚至有一部分人是社会的弱势群体，他们对党和政府的政策了解的不多，有的生活还很艰苦，在教育、医疗、养老等民生问题上或许还很困难，有的甚至长期受到不公平的对待和压制，有的群众有要求、有期盼、有愿望无处诉求，有的甚至有问题要反映但苦于无门，叫天天不应、叫地地不灵，他们迫切希望有人通过正当的渠道向上面反映问题和情况，政协委员就是人民群众利益的代表，我们有义务有责任通过社情民意信息这个通道向上面反映问题和情况，做好人民群众的代言人。但我们一定要在大是大非面前保持清醒的头脑，坚定正确的政治方向，在政治上和xxx保持高度一致，要有一定的政治敏锐性，一定要把握好是与非的问题，不能为他人所利用。
情系民生察民情 构建和谐新农村
党的十六届五中全会指出，要构建民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处的社会主义和谐社会。而构建和谐社会，关键在农村，难点在农村。社会发展与矛盾是对立共存的，应该看到，伴随着农村经济社会的发展，在当前和今后相当长的一段时间内，农村社会矛盾和问题必然不断的产生和发展，甚至这些矛盾和问题可能会更多、更复杂。正确处理好农村社会矛盾，建设和谐新农村，是当前我们地方党委和政府一项重要而紧迫的历史任务。
正确认识新形势下农村社会矛盾和问题
在不同的社会制度、不同的历史时期，都有不同的社会矛盾和问题；不同的阶层，社会矛盾和问题也不相同。在全面建设小康社会的进程中，作为经济社会欠发达的农村，社会矛盾也有许多新的表现形式，以及引发矛盾的新特点，虽然这些矛盾是非对抗性的人民内部矛盾，但是，如果否认和掩盖这些矛盾，只会使社会矛盾不断积累并趋于尖锐，甚至上升到对抗性矛盾。只有正视矛盾，正确处理这些矛盾，才能实现农村社会和谐，促进农村经济社会的良性发展。
当前，影响农村社会稳定的矛盾已由过去的工农矛盾、邻里纠纷，向各个领域尤其是经济领域里渗透，矛盾的主要集中在为“利益之争”上，并且呈现多发性、突发性、群体性、组织性、复杂性等特点。例如城乡、地区之间发展不平衡、收入差距越拉越大、贫富不均等，形成农村中的弱势群体；农村中上学难、就医难、打官司难等问题突出；山林、土地、水利“三大纠纷”隐患增多；一些地方的黄、赌、毒等社会“毒瘤”沉渣泛起，偷盗、抢劫和黑恶势力等刑事犯罪时有发生，社会治安恶化；一些单位的下岗分流职工、退伍军人、五保户等弱势群体，要求解决待遇和生活保障问题；社会上存在的消极腐败现象和干部工作方法不当产生的负面影响等等，给农村社会稳定与和谐带来了严重的影响，等等。而引发这些农村社会矛盾原因也是多方面的：
一是国家体制上深层次的原因。目前，我国人均生产总值已达到1000美元，许多国家的发展进程表明，当一个国家或地区人均生产总值进入1000美元到3000美元时期，既是发展机遇，又是矛盾凸显期。处理得好，就能够促进经济快速发展和社会平稳进步，反之，就会导致经济徘徊不前和社会动荡，出现“拉美化”局面。“拉美化”现象就是一些拉美国家经济发展达到这一临界点，社会两极分化严重，贫富差距拉大，收入分配失衡，城市与农村发展失衡，从而导致经济徘徊不前，社会和政局动荡。我国当前也同样面临这一经历和考验。我国在取得革命胜利以后，为加快工业化发展，多年来，实行了农业哺育工业政策，国家的财力也主要投向工业和城市发展，使工业和城市发展日益壮大。尤其是改革开放20多年，城市工业化实现飞跃发展，而国家对占全国人口80%的农村的教育、医疗以及农业基础设施的投入却很小，农业经济增长缓慢，农民增收幅度很小，从而形成农村中贫困群体上学难、就医难、打官司难的现象，这是对构建和谐社会最大的挑战。
二是在新形势下，随着农村生产率的提高，形成了大量富余人员，同时，由于工作重点向城镇转变，一些农村的精神文化和法制宣传等成为死角，西方不良文化随之侵蚀，封建意识沉渣泛起，使农村受到不良文化侵占。一些农村青年精神文化生活单一，无所事事，沾染不良习气；黄、赌、毒这些“社会毒瘤”在一些地区泛滥；宗族势力和黑恶势力在一些地方独霸一方，侵淫法律；一些地方青年希望不劳而获或一夜暴富，铤而走险抢劫、抢夺、偷盗等等，这些都是新形势下，农村社会产生的社会矛盾和问题的新现象。
三是在改革过程中，产生一些新的社会矛盾。在改革发展中，在经济社会取得快速发展的同时，必然触及部分人的利益，如国企改革，行政事业改革，教师聘用制度改革，形成了一大批分流下岗人员，部分教师、干部职工等越来越多的社会成员由“单位人”变为“社会人”；国家建设项目征用土地，失地农民利益损失等，这些利益受到损失的群体，不断上访，为利益而争。
四是一些地方农民法律意识淡薄，导致产生矛盾或矛盾激化。农村中许多纠纷或利益之争，凡事都寻找党委、政府解决，而不寻求法律的支持和解决，即使通过法律程序裁决，也拒不执行法律判决，或者法律裁决后还不断向上级党委、政府上访、申诉，甚至认为只有向上级上访，领导才会重视，其要求才能得到解决。一些地方的“三大纠纷”、民事纠纷等由于农民法律意识淡薄，或不依法行事，有法不依，使一些矛盾不断激化升级，造成社会负面影响。
五是一些干部执政能力不强，工作作风不扎实，使一些矛盾恶化。一些基层干部不依法行政，不按政策办事；一些干部对群众漠不关心，对群众办事上访不耐心做思想工作和政策的宣传，甚至互相推诿、扯皮等。这些问题虽然发生在少数党员干部身上，但危害极为严重，可以说它是影响损害党群干群关系的一个根子，是引起社会矛盾和不稳定的重要因素。
不断提高处理农村社会矛盾和构建和谐农村的本领
正确处理和妥善解决农村社会矛盾――人民内部矛盾，是我们基层干部的责任和基本要求；能否建设一个生产发展、生活富裕、平安文明、村容整洁、管理民主，广大农民各尽其能、各得其所而又和谐的新农村，是对我们地方党委、政府和广大基层干部执政能力和水平的考验。这就要求我们广大干部要掌握处理农村社会矛盾的原则和方法，不断提高处理农村社会矛盾和构建和谐农村的本领，积极采取有效的对策，妥善化解农村社会矛盾，实现农村社会的和谐、持续、稳定发展。
一、在处理农村社会矛盾中，基层干部尤其是领导干部必须以xxx理论和“三个代表”重要思想为指导，坚持立党为公、执政为民，真正做到权为民所用、情为民所系、利为民所谋，始终把广大农民的根本权益作为处理社会矛盾的出发点和归宿，充分相信和依靠群众。在具体工作中，带着深厚的感情做群众工作，千方百计把工作做细、做实，重视维护群众的利益，解决好群众的困难，妥善解决好农村的各种社会矛盾。各级干部要把握好农村社会矛盾的总的指导思想和基本原则。
二、要把加快农村经济发展，带领广大农民奔富裕小康作为化解农村社会矛盾的根本。实践证明，物质和文化生活越发达、越丰富的地方，社会越稳定，矛盾越少，反之，物质和文化生活越落后、贫乏的地方，各种社会矛盾和隐患则越多，各类违法违纪的治安案件也越多。抓农村工作，要坚持一手抓经济发展，一手抓社会稳定工作。要以建设“富裕农村、生态农村、文化农村、平安农村”为载体和目标，政治、经济、社会事业、意识形态和社会治安全面推进，三个文明协调发展，尤其是要大力发展农村经济，调整农业产业结构，使农民富裕起来，为构建和谐农村奠定物质基础。只要持之以恒地努力，就能真正建设一个富裕、文明、民主、生态良好的和谐新农村。
三、在工作方法上，要善于抓住问题的关键，统筹兼顾。当前，农村社会矛盾主要集中在利益分配方面，在社会主义条件下，人民群众之间根本利益是一致的，必须重视并保护好每个人的正当利益，但是除了个人利益之外，还存在国家利益、集体利益，在处理矛盾中要兼顾三者的利益，当三者利益发生矛盾时，个人利益要服从国家利益和集体利益，当前利益要服从长远利益，局部利益要服从大局利益。要按照统筹兼顾的原则来调节各种利益的相互关系。在处理利益分配矛盾过程中，要做好调查研究，掌握法律和政策原则，耐心细致地做好群众的思想和宣传工作，以理服人，以法服人，以情动人。在具体处理各种矛盾纠纷工作中，要分类指导，善于掌握“一把钥匙开一把锁”的工作方法，按照这一原则和办法去处理农村利益矛盾关系，才能化解矛盾，形成和谐的关系，才能维护党和政府的`形象，密切党群干群关系。
四、要建立健全农村社会矛盾的预警处理机制。一是要建立健全社会矛盾的预警机制，根据农村社会矛盾多发性、突发性、复杂性特点，基层干部要深入基层，深入实际，做好矛盾纠纷的摸底排查，随时掌握社会矛盾纠纷的动态，力求做到早发现、早报告、早控制、早解决，把矛盾和问题解决在萌芽状态。二是要按照新颁布的《信访条例》的要求，完善信仿访工作机制，畅通反映社情民意的渠道，让群众有地方、有途径反映利益诉求，依法及时合理地处理群众反映的问题。三是建立健全社会矛盾日常处理工作机制，整合人民调解、司法调解、行政调解等力量，依法及时解决各种矛盾和纠纷。
五、要有高度的责任感，扎实的工作作风。广大党员干部要树立法律观念，强化法律意识，严格依法办事，依法解决各种社会矛盾。要树立强烈的责任意识，深入基层，深入群众，调查研究，了解和掌握群众的诉求，从解决群众生产生活中的具体困难入手，千方百计为群众办实事好事，切实处理和解决好各种矛盾，使群众获得实实在在的利益，让群众感到党和政府是为他们服务的，是他们的贴心人，从而使化解各种社会矛盾水到渠成。
总之，只要我们心系群众，情系群众，掌握有效的工作方式方法，带着对群众的深厚感情去做工作，正确处理和妥善解决农村的各种社会矛盾，就一定能够维护农村的社会稳定，构建和谐的新农村。
政协委员社情民意范文
主要介绍四个方面的内容：
一、什么是反映社情民意信息工作； 二、我省政协系统反映社情民意信息工作的基本情况。
三、信息和提案的不同之处；四、如何写好社情民意信息。
一、什么是反映社情民意信息工作《全国政协关于加强和改进反映社情民意信息工作的意见》对什么是反映社情民意信息工作进行了定义，即反映社情民意信息工作，就是人民政协组织参加政协的各党派团体和各族各界人士，围绕改革发展中党和国家重视、人民群众关注的重要问题，通过政协的专门渠道汇集、分析、反映情况和意见，帮助领导机关分析判断形势、进行有效决策的一项经常性、基础性工作。定义中有四点值得大家注意：
一是谁来反映社情民意信息？即信息反映主体是：人民政协组织各参加单位和包括政协委员在内的各族各界人士。大家都知道，人民政协各参加单位主要是指中国xxx、各xxx、工商联及无党派人士，及有关人民团体。也就是说以上组织的成员和代表人士再加上政协委员就构成了政协反映社情民意信息的工作主体。
提升到党和国家社会舆情汇集和分析机制的重要组成部分的高度来认识，政协信息也越来越受到党和国家领导的重视。有一位参加今年全国“两会”的同志回来和我说，xxx总理在会场见到xxx主席时第一句话就是“贾主席，有一段时间没有看到政协的信息了”。从中足以看出我们政协信息在中央主要领导同志心目中的地位。
二、省政协反映社情民意信息工作基本情况近年来，在省政协两级党组的关心和支持下，省政协反映社情民意信息工作取得了长足的发展。从全国范围来看：从 20**年开始，我们山东省政协连续被全国政协办公厅表彰为“反映社情民意信息先进单位”。今年 5 月,政协全国委员会办公厅下发《关于表彰政协全国委员会办公厅 20**年度政协信息工作先进单位和先进个人的通知》（政全厅发 【20**】29 号文件），省政协、青岛市政协、潍坊市政协荣获 20**年度政协信息工作先进单位称号，潍坊市政协办公室信息科一同志获政协信息工作先进个人称号。总的来看，我们山东省获奖单位比较多的省份之一。从全省范围来看：省政协信息越来越得到xxx山东省委和省政府领导的重视和认可。这里我简单举一组数字来说明，以 20**年为例，省政协办公厅共向省领导同志和有关部门报送社情民意信息 55篇，省领导批示的共有 24 人次，占报送的信息的 43%。20**年，截止到 10 月底，我们共向全国政协、省委报送信息 280 余篇，全国政协和省委采用近 30 篇，产生了很好的政治社会效果。当然，评价信息工作的优劣并不能只看获得了多少批示、得到了什么表彰，更重要的是通过我们的努力，向中央和我省领导反映了人民群众的愿望和要求，汇聚了社会各界人士的智慧和声音，并推动了许多困难问题的解决。例如：在工作中我们了解到，全省仍有十几万名“五七工”与家属工（注：二十世纪六七十年代初响应“五七”指示，走出家门参加生产劳动，进入企业不同岗位的城镇职工家属）无法参加基本养老保险，安享晚年。为此，20**年 3 月，我们及时以《省政协信息专报》的形式向省领导同志报送了《关于妥善解决我省“五七工”与家属工养老保险问题的几点建议》，并获得了省领导同志的重视。20**年 11 月，省人社厅、省财政厅下发了《关于解决城镇未参保集体企业退休人员基本养老保障等遗留问题的实施意见》，正式将“五七工”与家属工纳入我省城镇企业职工基本养老保险范围，解决
了全省十几万名群众的养老保障问题，办了一件惠民生解民忧的好事。其他如经济建设、政治建设、文化建设和社会建设等方面的反映社情民意信息，也得到了省委省政府领导的重视，为推动我省经济社会发展起到了积极促进作用。
三、信息和提案有什么不同召开会议，开展视察、调研，加强宣传，撰写提案，反映社情民意信息是人民政协履行职能的几种基本方式。在这些基本方式中，应该说提案和反映社情民意信息是大家参与程度最高、反映意见建议最方便快捷的一种方式。提案工作在政协无疑是具有全局意义的工作，但是信息工作以其鲜明的特点和优势，正发挥着越来越重要的作用。为避免混淆，下面简单介绍信息和提案的区别之处。
（一）提出的主体不同。提案只有本级当届政协委员，xxx、工商联等政协各参加单位，政协各专门委员会才能提交；而信息的提交主体范围更加宽广，可以是各级政协委员，xxx成员、工商联等政协各参加单位，政协各专门委员会和本级政协特邀信息员，这里要注意是各级，县、市级政协委员也可以向省级政协反映在全省具有普遍意义的问题和建议、甚至可以通过市政协、省政协向全国政协反映在全国具有普遍意义的问题和建议。而提案，某个县的政协委员，就只能向所在县政协组织提出提案。
[摘要]人民政协作为协商民主的重要渠道，在中国协商民主构建、发展进程中的重要作用日益凸显，其了解民情、反映民意、集中民智的民意功能成为人民政协推进协商民主的基础。本文从协商民主视角对人民政协的民意功能进行探析，并对于在中国特色协商民主的框架内如何挖掘其潜能、优化其配置提出了一些思考。

一般意义而言，民主政治运作的过程实质上就是民意的表达、整合及实现的过程。人民政协作为爱国统一战线组织、中国共产党领导的多党合作和政治协商的重要机构，一直是发扬社会主义民主的重要形式，是统一战线方方面面代表人士政治协商、民主监督、参政议政的重要制度平台。自中共十八大报告提出“健全社会主义协商民主制度”以来，人民政协作为中国政治体系中唯一的专门协商机构、协商民主的重要渠道，在中国协商民主构建、发展进程中的重要作用日益凸显，其了解民情、反映民意、集中民智的民意功能成为人民政协推进协商民主的基础。因此，从协商民主视角对人民政协的民意功能进行深度探析，在中国特色协商民主的框架内挖掘其潜能、优化其配置具有重要的理论价值和现实意义。
随着中国政治、经济、社会全方位建设的持续推进，社会阶层结构的巨大变迁，社会分化日益加剧、社会主体日益多元，多元化的利益诉求使得社会分歧也逐渐扩大，矛盾冲突错综复杂，这些构成了发展中国协商民主的原动力。协商民主鼓励决策的相关方积极参与公共协商，平等自由地表达自己的偏好、理由，同时听取、尊重他人的意见，通过在多方主体间建立密切联系，坦诚沟通、交流，彼此理解、妥协，克服个人的缺陷偏私，寻求公共理性，达成最广泛的共识，追求全社会意愿的最大公约数。协商民主是中国民主政治发展的方向，人民政协作为协商民主的重要渠道，具有民意表达和民意整合的双重优势。
其一，民意表达上的广泛性、包容性。“政协是我国唯一由众多界别组成的全国性政治组织，从这个角度看，人民政协也是我国唯一可以综合反映众多界别意见的渠道。”人民政协的34个界别，囊括了中国各党派、各民族、各宗教、各阶层方方面面的代表人士，这使得政协具有广泛的代表性和巨大的包容性，与协商主体多元化的要求相契合，充分体现出社会主义协商民主的广泛性。界别作为政协独特、显著的组织特征，构成了解、吸纳、反映民意的重要渠道。而且，政协在中国政治体系内的政治地位，又使其具有民意表达的独特优势。“与党和政府相比，政协更具中立性和社会性；而与民间组织、社团相比，政协更具专业性和权威性。”李瑞环同志曾高度评价政协在民意反映上的优势。人民政协在反映社情民意方面具有自己的优势，位置超脱，较少受到部门或地区利益的局限，能够比较客观地反映各种情况和问题；人才荟萃，具有各方面的实践经验和专业知识，能够提出有价值的意见建议；渠道通畅，下通各界，上达中央，可以及时实现基层同高层决策部门的沟通。
政协的主要职能是政治协商、民主监督、参政议政，而了解、反映社情民意是政协委员履职的基本要求。政协委员以界别为基础推举出来，作为各界代表人士，负有联系不同界别民众的政治责任。政协在中国政治体系之中的地位重要但又相对超脱，较少受到行政权力、地区部门利益的牵制和影响，通过政协委员广泛居于各界别的渠道优势，能够较客观、准确、及时地收集了解其他途径不易发现的真实情况、问题，并甄别其中的是非曲直、轻重缓急。政协又是“高层直通车”，可以把基层民众分散的、感性的诉求进行提炼、整合、系统化、理性化直接通畅地输送进高层决策系统。从制度设计上看，政协各界别的设置是力图伸向中国社会各个层面的全方位探测器、灵敏仪。政协委员多渠道、多方式联系各自界别民众，各级政协组织和广大政协委员将由于种种因素留滞于基层、散佚于民间的真知灼见、真实呼声、真切诉求通过政协信息这路“直通车”送达决策层，其中不乏经政协专门机构整合出的带有普遍性、倾向性、苗头性的民众情绪、意见、社会动态，为决策层的科学决策提供重要参考和对策思路。
其二，民意实现上的科学性、保障性。民意实现是协商民主的目的，协商民主的开展过程是通过对各种不同偏好、利益关系、认识的吸纳，达成意见的聚合、共识的形成，从而构建公共事务决策的基础和依据。通过公共利益与阶层、群体、个体利益的关系协调，“主张国家和私人利益的交融互惠，私人利益在公共利益的导向下增进国家和社会的利益，国家和社会的公共利益为个人利益的最终实现提供公共的保障，以利益的共生共长推动整个社会的物质繁荣”。
人民政协是执政党、政府与参政党、社会各界协商互动的重要平台，“协商成果作为政协的决议和议案或其他形式，向中国共产党和国家机关提出，成为执政党和国家制定政策和法律的重要依据。此外，每年同时召开的人大会议和政协会议上，政协委员参与国家重大问题的讨论，充分发表意见。近年来，民主协商逐渐进入决策程序，使党和国家的重大决策建立在充分协商的基础上，从程序上推进了协商民主与票决民主的结合，达成了民主制度与民主机制的对接”。可见，通过政协民主协商形成的意见建议被充分吸纳进执政党、政府的决策过程，并构成决策的重要基础。政协的政治协商在中国政治体制运作中已成为科学民主决策的重要环节，事关国计民生的重大问题，在人大行使国家权力进行决策前，必须经过人民政协的协商，广泛听取各党派、各界别人士意见。
“政协不立法，但可以立言立论”多年来，人民政协通过专题调研、建言立论等形式，以提案、专题调研报告等方式就国家全局性、战略性的重大方针、重大战略、重大决策、重大问题，提出了许多高水准、高质量、前瞻性的真知灼见，并为党和政府的决策所采纳。而且，政协的民主监督是我国政治监督体系的重要组成部分，通过委员提案、视察考察、专题调研、社情民意信息等多种形式，对权力运行进行监督，对国家宪法、法律、法规的实施、重大方针政策的贯彻执行、国家机关及其工作人员的工作提出意见、建议、批评。2006年颁布的《中共中央关于加强人民政协工作的意见》，明确要求“党和政府要认真倾听来自人民政协的批评和建议，自觉接受民主监督”。这使得政协的民主监督成为民意实现的一道保障。
从目前国家政治生活的实践看，政协相关工作总体尚缺乏自主性、自觉性和系统性。其“轰轰烈烈十几天，无声无息近一年”的“会期民主”，政协委员“精英化”“贵族化”的构成是否影响跟普通民众、弱势群体、下位阶层的联系，是否会导致对这部分民众诉求的某种忽略……都是政协的民意功能被质疑的一些现实问题。十八大以来，协商民主在国家、社会、基层三个层面自上而下广泛、多层次地展开，政协作为中国协商民主体系内“重要渠道”的定位，对其民意功能提出了更高的要求，被赋予了更深层的政治期待。人民政协具备的民意功能储备能量巨大，在国家大力推进协商民主的政治生态下，政协以协商聚民意的功能尚有很大的潜力可发掘。
其一，合理设置、调整政协界别。人民政协是我国政治体制中唯一由界别组成的政治组织，贾庆林同志曾明确提出优化政协界别的总体思路：“努力突出界别特色，合理设置政协界别，丰富界别活动形式，完善界别活动机制，通过界别渠道密切联系本界别群众，增进社会各阶层和不同利益群体的和谐。”一方面，政协界别设置要广泛联系社会各阶层，体现最广泛的民主，能够反映、吸纳最广泛的民众参与。政协始终以民主为特色，与一般民主相比，政协界别民主具有广泛代表性。随着经济社会的发展，多元分化的社会阶层特征日益凸显、强化，政协界别的设置不能一成不变，应随之及时调整、补充或增设。界别设置可考虑以社会阶层构成为基本依据，把一些交叉重叠、性质相近的界别进行合并，如科协界和科技界；一些界别适当拆分，如经济界可分成国有经济界和非公经济界。调整委员数量，适时创新、增设一些界别，对于中介组织从业人员、自由职业者等新阶层人士，政协应有合适的界别设置来容纳他们的政治参与。另一方面，政协界别设置要突出特色。如民主党派界别是政协界别的重要组成部分，历史上八个民主党派具有鲜明的界别特色，但近年来民主党派成员趋同化明显，界别特色在弱化，这不利于彰显民主党派的不同优势。
其二，深化、拓展政协协商的内容、领域。专题调研、建言立论是政协协商咨政的主要形式，要有组织有计划地展开协商，对跨领域、综合性的涉及对外关系、国计民生的重大方针，关系群众切身利益的重大政策，提出具有全局性、战略性、前瞻性的意见、建议。应以各级政协为依托，以政协委员为主体，以重大课题为纽带，展开针对性强的调研，以此为基础，提高协商的水平和质量。为此，应着力加强政协协商的程序和机制保障，建立起由选题、论证、报批、审定、反馈等一系列规范程序构成的咨政协商机制，使政协协商的各环节有健全的程序设计和完善的制度保障，确保议题能得到合理深入的讨论、分析、研究，确保协商规范有效。
其三，均衡、完善政协委员的名额分配。政协成立初期，为体现统一战线团结的要求，周恩来同志提出政协委员举荐原则，一方面是广泛性，一方面是有重点。统一战线工作对象以中上层人士为重点，这也成了政协委员安排多年遵循的原则。但随着中国社会的发展，民主政治的演进，尤其是社会主义协商民主的提出和实施，使得政协民主与团结的两大主题愈来愈凸显其重要价值。由于政协联结国家与社会的特殊政治定位，政协委员的安排既要体现团结统一战线方方面面人士的要求，更要体现吸纳、扩大、组织社会各界自下而上的政治参与的民主需要。这二者既有一致之处也有相矛盾的地方。如将新阶层代表人士吸收进政协，既符合统一战线团结统战对象的发展需要，也符合协商民主扩大各阶层政治参与、实现协商主体多元化的需要。但是按协商民主的平等原则，政协的利益表达、利益协调既然广泛涉及社会各阶层，那么其参与协商主体的多元化、平等性就不应该只限于社会中上层，应平等地、均衡地将政协委员的名额分配广泛覆盖社会各阶层。政协固然要保持自己的特色，但也要适应时代的发展和社会的要求，与时俱进、开拓创新。
其四，重视、培养政协委员的主体作用。政协上传下达的民意功能很大程度上取决于政协委员作用的发挥。“政协委员必须与本界群众保持密切联系，倾听群众的呼声，体察群众的情绪，反映群众的愿望，维护群众的利益。”当前民众的民主意识增强，政治参与热情高涨，在网络社会背景下，各种利益诉求争相表达。在这种社会生态下，人民政协的协商民主“重要渠道”作用的发挥，不是抽象虚化的，而应具体落实到每位政协委员的“渠道”作用上。由此，政协委员在政协民意功能中担当的主体性作用进一步凸显。但政协组织相对松散，政协委员又是兼职，其履行职责所需的调研时间、经费都缺乏保障，与其本职工作在时间、精力上也有一定的冲突。同时，政协组织机构中并没有一个严格管理的评价、监督机制、机构，对政协委员积极发挥主体性作用，很大程度上只是一种柔性的呼吁、倡导，并非刚性的约束、要求。从政治实践看，多数政协委员具有参与热情和高度责任感，但也有部分政协委员长期顶着头衔却无所作为，以致闲置、浪费了这一宝贵的政治资源和民主渠道。因此，要建立政协委员的工作评价机制和内部管理机构，建立健全不合格政协委员的退出机制。即便是履职热情较高的政协委员中，由于大多为兼职，且相当一部分过去从政资历较浅或欠缺、对政协工作较为陌生，无论是政治素质还是履职能力、协商能力都需要进行系统地学习、锻炼、培养、成长。相应地，政协内部应加强组织建设，可考虑设置诸如“政协委员工作委员会”这样的专门机构，一方面为政协委员履职提供各种支持、帮助，协调关系，解决困难；另一方面，加强对政协委员履职业绩、纪律的考核、评价、管理。
其五，完备、强化政协民意表达系统。随着中国民主进程的推进，民意表达多种形态并存。但民意的社会化表达更多是原生态民意素材，情绪化、非理性表达难以避免，需要分析、提炼、整合、疏导并与国家体制内的民意表达机制相沟通衔接，导人决策系统，为决策层关注、采纳，才能达成“民意实现”。而政协“亦官亦民”的政治定位，具有将自上而下的国家机制的牵引、规范同自下而上的社会机制的自发、自觉相联接的独特优势。遍布全国各层级的3000多个政协组织，60多万各级政协委员是将政协构建为一个民意舆情汇集、分析、表达的完备系统的现成资源，且政协具备相当高专业水准的专门机构、专家委员、学者委员，完全可以优化或重组为不同社会领域、不同专业领域的民意分析、提炼、研究中心，为决策提供真实的舆情把握和判断。

浅谈如何写社情民意信息
反映社情民意信息工作是民主党派履行参政议政职能的重要形式和制度渠道。民革十二大以来，新一届中央领导集体高度重视反映社情民意信息工作，万鄂湘主席就此项工作曾多次作出重要指示，强调“信息文字虽短，但接地气；标题虽小，但反映大问题；既要有数量，更要有质量”。为此，民革中央进一步完善工作机制，去年年底健全了民革中央常委报送社情民意信息长效机制，建立了信息直报点、特约信息员制度，并于今年年初出台了《民革中央反映社情民意信息工作评选表彰办法》（以下简称《表彰办法》）。
和以往相比，《表彰办法》用红头文件的形式规范了反映社情民意工作，最大的特点就是新增了一条规定，即“一个评选周期内（评选周期一般是上年11月16日至本年11月15日）来稿50篇以上的集体，采用率每高出平均采用率1个百分点加5分（保留一位小数），最高加50分”。这条规定的目的就是希望各信息报送单位能够精挑细选稿件，提高信息工作的整体质量。但我们看过39个信息报送单位的信息，认为大多数稿件存在着“旧、小、杂”问题：
“旧”是说信息反映的问题陈旧，所提出的建议也无新意。有些信息所谈的问题可以说是老生常谈，同一问题已经有不少的专家在各种媒体上发表过自己的观点了。还有部分信息提出的都是“加强领导”、“严格执法”、“加大扶持”这种万金油式的建议。社情民意就是鼓励民主党派党员多多发现、反映新问题，如果报送的信息总停留在没有任何新建议的老话题上，不被采用也是自然的。
“小”是说信息反映的问题狭小。我们民革中央编辑的社情民意信息是要向全国政协报送的，所以信息反映的问题也应该具有全国性，至少不应局限在某一省市。我们收到的一部分稿件，谈的都是信息报送单位所在省市的一些情况，实际上此类信息所反映的问题很可能省市政府及有关部门就可以解决了，如果我们民革中央再向全国政协报送的，意义非常有限。
“杂”是说信息所反映的问题琐碎。社情民意信息字数有限，原则上要求在1500字以内，所以我们要充分利用好这个限定字数。要在这个限定字数内把问题说明白，把建议谈清楚，不能面面俱到，必须有焦点、有重点、有亮点地写信息。如果条件允许的话，可以单挑出某篇信息中最有新意、最能吸引人的一点，另起炉灶单做一篇信息。
提高信息质量，需要在信息工作上动脑筋、下功夫、花力气。这里，我个人提几点建议：
写信息要了解国家大政方针。央视、人民日报和新华网这些主流媒体发布的新闻，我们平常需要多加关注、学习，再和自己所要反映的信息充分结合起来。比如说，今年国务院部署长江经济带建设，地处长江流域的省份的民革党员可以考虑结合这个部署撰写出一些有价值的信息。了解国家大政方针，不仅能开阔我们的信息写作思路，而且也保障了信息所提建议的可行性。李克强总理曾强调“精简机构”，如果我们的信息撰稿人多多了解执政党和政府的工作，或许就不会动辄提出增设机构或增加编制等建议了。
写信息要发挥反映人的优势。这里的优势分三种，一是专业优势。今年某省被全国政协采用的一篇信息是谈境外投资文化企业税收的，反映人就是当地税收科学研究所的研究人员。专业人士谈专业问题，这样才能使信息的内容更加深刻，被采用的几率才更大；二是岗位优势。今年某省有一篇信息被全国政协单篇采用，谈的是领事保护工作。本篇信息的反映人曾担任过分管涉外事务的副市长，时常关注及参与侨务外事工作。他在工作中发现了有关问题，然后撰写了此篇信息。结合自身的工作岗位所撰写的信息也是某种程度的调研成果，反映的问题才更加真实，更能引起相关部门的重视；三是地区优势。某省与西藏自治区接壤，该省民革撰写了一篇信息谈两省边境冲突问题，后这篇信息被全国政协单篇采用。我们很多信息报送单位都有自己的地区优势，如区域一体化、毗邻港澳台或与外国接壤，所以我们更应该充分利用这个优势，推进信息工作。
写信息要学会做有心人。有的反映人或许会说我就是普通党员，接触不到那些很专业、很宏观的事项，我没办法写出很深刻的信息。实际上，有些被全国政协采用的信息往往就是我们的身边事，这就需要我们多多留心。比如说今年被全国政协采用的一篇信息谈的是公证书造假侵害了利益相关人的合法权益，反映人因此建议在全国范围内设立“公证书验证平台”。公证书对很多人来说都不陌生，公证书造假事件也时有耳闻，但这位反映人就及时撰写信息反映了这个问题，所以信息工作需要我们去做个有心人。
反映社情民意工作是一项辛苦的工作，有时候我们编辑同志需要修改好几次，甚至还要和反映人多次联系，听听他们对修改稿的意见。但是我们觉得信息工作也是一项有意义的工作，因为如果信息被全国政协采用了，能转送到有关部委，那么也有利于问题的解决，也是更好地履行了我们民主党派成员的职责。
