城市化进程中新农村建设现状的调查与思考
摘要：“三农”问题一直是我国关心的重点问题，上海作为国际化大都市，在加快城市化建设过程中，应更好更快的推进城乡一体化发展，为全国做表率，本文旨在以上海宝山区为例，总结罗泾镇塘湾村新农村建设的经验，寻求有效地促进农村发展的新思路。

Abstract: the problem of “agriculture, countryside and farmers” is always the focus of concern in China, Shanghai as an international metropolis, to speed up urbanization construction process, should better and faster development of the integration of urban and rural areas, for the example, this paper, taking Shanghai baoshan district as an example, this paper summarizes the LuoJing town pond bay village new rural construction experience, seek effectively promote the development of the new way of thinking.

“十二五”时期是全面实现小康社会的攻坚时期，未来五年，对于城市化水平高度发展的上海，将通过推进城市化和建设新农村的双轮驱动，建设现代农业，实现农村经济的又好又快发展，从而推进城乡一体化，为全面实现小康奠定坚实的基础。
一、上海近郊区农村——塘湾村发展现状
建设社会主义新农村并不是一个新的概念，早在上世纪50年代就曾有学者使用过类似提法，而在新的历史背景下，党的十六届五中全会将建设社会主义新农村提升到了新的高度，并提出更加全面的要求。为深入了解上海近郊区新农村建设情况，我们对上海宝山区罗泾镇塘湾村进行了实地调研，归纳概括了塘湾村的几个特点：
特点一：纯农业村。塘湾村区域面积1.56平方公里，其中耕地面积1680亩，包括粮田850亩，林地750亩，属纯农业村，农业作物主要以粮食为主，从2009年起种植葡萄，2010年小麦产量为700斤/亩，水稻产量为900斤/亩。由于该村
